Description

This position provides senior-level direction and guidance on center research projects, programs, and policy initiatives. This includes concept/idea development, oversight and review of funding requests, grant and proposal preparation, oversight of project management, staff supervision, and assurance that projects are completed according to program goals, plans, and timelines. In addition, this position serves as a technical expert on public health and epidemiologic topics. Finally, this position serves on the center’s Executive Team and (along with other Executive Team members) provides leadership and strategic planning for overall center direction. This position is expected to serve as a liaison between CIDRAP and other areas of the University of Minnesota as necessary and is expected to be able to be on campus as needed; therefore, the incumbent must either reside in the Twin Cities area or have the ability to relocate to the area upon accepting the position. The person in this position will report to the CIDRAP Director and will temporarily back up the Director as necessary.

Duties and Essential Functions:

1. Serve as the program director for certain CIDRAP initiatives and programs, such as CIDRAP¿s work on Research and Development (R&D) roadmaps. (65% time)
a. Provide oversight, leadership, and guidance on diverse CIDRAP initiatives
b. Supervise staff and guide their professional development
c. Monitor and summarize progress, per funder reporting requirements
d. Monitor infectious diseases developments and trends
e. Provide input into program budgets and proposals, in partnership with finance team

2. Write grants, develop proposals, and interact with external funders. (20% time)
a. Oversee grant awards and associated milestones
b. Develop long-term strategies and relationships with funders

3. Serve as a member of CIDRAP's Executive Team and participate in program planning for the center. (5%)
a. Participate in strategic planning for short and long-term goals CIDRAP¿s vision and goals
b. Help determine current and future priorities and projects for the center

4. Perform liaison activities within the University as requested by the director. (5%)
a. Ensure excellent communication within division, with the department, and with other key constituencies.
b. Foster relationships with other units at the university to identify best practices and advancement strategies and/or possible collaborations, where appropriate.

5. Perform other duties as assigned by the Director. (5%)
a. Assist the Director in workforce management, development, and oversight
b. Represent CIDRAP as assigned on University, College, and/or community committees, task forces, advisory councils, or planning committees
c. Work outside of regular office hours when required
d. Assume other duties as assigned



Requirements

Required Qualifications:
  • An MD, DVM, or PhD in epidemiology or related field.
  • At least 10 years of practical, hands-on experience in epidemiologic research in an academic setting or in public health practice at the state, national, or international level.
  • In-depth understanding of public health principles and practice and the public health system in the United States at the federal, state, and local levels.
    • Epidemiologic principles and practice, including surveillance, outbreak investigation, study design, sampling methodology, survey/study instrument development, database development, data analysis, and data interpretation (as evidenced by being a lead investigator for epidemiologic studies).\
    • Public health policy issues and policy development as related to the prevention and control of infectious diseases.
    • Laboratory practices for diagnosis of infectious diseases (as evidenced by collaboration with a public health laboratory).
  • A working understanding of infectious diseases and related topics of major public health importance, such as COVID-19, influenza, antimicrobial resistance, and priority pathogens with epidemic potential.
  • Understanding of ethical conduct of research, including protection of human subjects (as evidenced by prior research or policy development on use of human subjects).
  • Experience with program development, implementation, management, and evaluation, including direct staff supervision (as evidenced by prior program management and managing teams).
  • Ability to perform strategic planning and develop research agendas.
  • Exceptional writing skills with demonstrated ability to: (1) produce clear, concise scientific writing; (2) edit colleagues¿ work; (3) convey technical material effectively to a range of professional audiences; (4) synthesize complex information accurately; and (5) write content appropriate for professional publication in a peer-reviewed journal (as evidenced by first-author publications).
  • Grant-writing skills and evidence of successfully competing for grant funding.
  • Demonstrated ability to exhibit interpersonal, interdisciplinary, transdisciplinary, and multidisciplinary communication skills (as evidenced by working on cross-disciplinary teams).
  • Cultural sensitivity and competency (as evidenced by experience working with diverse or underserved populations).
  • Ability to mentor students/employees (as evidenced by experience as a student advisor or participation in another training program, such as mentoring Epidemic Intelligence Service officers through the CDC¿s EIS program).
  • Ability to travel several times per year, including internationally.

    Additional Preferred Qualifications:
  • If the incumbent has an MD or DVM degree, a Master¿s in Public Health or equivalent is also desired.
  • Demonstration of national leadership (through representation on national committees or organizations, publication record, or collaboration with leaders in the field).
  • Experience working directly with US government agencies or international multilateral groups (such as the WHO) in the public health arena.
  • Basic understanding of risk communication principles (as evidenced by working with public information officers on health information messages for the general public).
